The Structure of a Mold Inspection Report
A properly prepared mold assessment report (meeting NYS Article 32 requirements) includes these sections:
1. Site information and scope — Property address, inspection date, inspector credentials and license number, areas inspected
2. Methodology — What sampling methods were used (air sampling, surface/tape lift, bulk), sampling locations, laboratory used
3. Laboratory results — Spore counts by species for each sample location
4. Findings and observations — Visual conditions observed; moisture readings; photographs
5. Risk assessment / condition classification — The inspector's professional interpretation of results
6. Recommendations — Specific next steps
Reading the Laboratory Results
Laboratory results for air sampling are presented as spore counts — typically expressed as spores per cubic meter (spores/m³) for each mold genus detected.
The most important number: the outdoor baseline. Every valid mold assessment includes at least one outdoor air sample taken at the time of indoor sampling. The outdoor sample establishes what types and concentrations of mold are naturally present in the air that day.
What you're looking for:
Common mold genera you'll see in reports:
*Cladosporium* — The most common outdoor mold; high indoor counts usually reflect outdoor infiltration, not indoor growth. Unless significantly elevated or accompanied by visible growth, often not a primary concern.
*Aspergillus/Penicillium* — Common indoor molds associated with water-damaged materials (drywall, carpet, insulation). A.P. species are often grouped together in spore trap analysis because they're morphologically similar. Elevated A.P. counts relative to outdoor baseline — especially without corresponding outdoor A.P. levels — suggests an indoor moisture issue.
*Stachybotrys chartarum* — "Black mold." Stachybotrys requires chronically wet cellulose materials (drywall, wood) to grow and is rarely found in outdoor air. Any indoor detection of Stachybotrys is significant and warrants immediate investigation of the moisture source. Note: "black mold" is not a formal scientific category; Stachybotrys is toxic due to mycotoxin production in sufficient concentrations, but many molds are dark-colored and not Stachybotrys.
*Chaetomium* — Another water-damage indicator mold, often found with Stachybotrys in severely water-damaged materials.
The IICRC S520 Condition Categories
Per IICRC S520 (the professional mold remediation standard), mold conditions are classified into three categories — NOT by spore count, but by the extent of visible growth and contamination:
Condition 1: Normal fungal ecology. Indoor environment free from abnormal mold growth; air spore counts and types consistent with outdoor baseline. Routine cleaning; no remediation required.
Condition 2: Settled spores or fungal growth present. Actual colonization is present on materials or surfaces, or air samples show elevated spore counts relative to outdoor baseline. Professional remediation is warranted.
Condition 3: Actual mold growth and associated spores. Visible mold growth, heavily contaminated materials, or severely elevated air counts. Full professional remediation required.
Important: There is no regulatory numeric threshold for mold in New York State. Unlike radon (EPA 4 pCi/L) or lead (HUD 1.0 mg/cm²), there is no legally defined spore count above which mold is "dangerous." A licensed assessor should never claim that X spores/m³ is the legal action level — that's not how mold assessment works. The IICRC S520 condition categories and comparison to the outdoor baseline are the operative framework.
What "Remediation Recommended" Means
When a report recommends remediation, it means one of two things:
1. Limited containment remediation: Small, localized mold growth (Condition 2) that can be addressed with standard cleaning and material removal by a licensed remediator
2. Full remediation: More extensive growth (Condition 3) requiring containment, HEPA filtration, material removal, and post-remediation clearance testing
"Remediation recommended" is not a reason to panic. Many properties have Condition 2 findings — localized mold from routine moisture intrusion — that are addressed effectively with standard remediation. What matters is addressing the moisture source at the same time as the mold growth; mold will return if the moisture source is not corrected.
Red Flags in a Mold Report
No outdoor baseline sample. A report without an outdoor baseline cannot make valid comparisons. Indoor counts are meaningless without them.
Numeric thresholds presented as regulatory standards. If a report states "results above X spores/m³ indicate a hazard," that is misleading. No such regulatory threshold exists.
Assessment performed by the same company that offers remediation. This is a conflict of interest violation under NYC Local Law 55 and NYS Article 32. The report is not legally valid for compliance purposes.
No laboratory accreditation cited. Samples should be analyzed at an AIHA-LAP, LLC accredited laboratory. The laboratory name and accreditation status should appear in the report.
